Every rate is all-in per unit — for mail that means print, postage and lettershop in one number, the way a vendor quotes it. The flat fee is anything charged once per drop. Mark a rate Real quote once it comes from a vendor rather than an estimate.
Making a rate permanent for the team
Changes save automatically with the plan in this browser. Ask the data manager to publish approved defaults when a rate should become the team standard.
This removes people we physically can't reach that way.

Michigan doesn't register voters by party — this is a purchased model. Tested against our own door IDs it scored AUC ≤ 0.59, barely better than a coin flip. Narrowing here throws away real supporters.
Safety nets only ever add people, and only against the calculated-party and voting-history narrowing. They don't change where or what the piece is.
